Catherine (Cath) Whalley is the Assistant Director for Adult Social Care/Deputy Director for Adult Social Services for Cumbria County Council. Over the years Cath has worked in both hospital and community settings. Cath moved to Cumbria with her family 2 years ago from Lancashire. Dave’s primary focus is to ensure we keep the people of Cumbria safe and the Constabulary performs a key and active role within an effective safeguarding partnerships.

Along with his professional knowledge and skills, David has first-hand experience of the challenges and demands faced to ensure vulnerable adults are given the right level of support. As a result David has experienced contact with various partner organisations involved in the care system ensuring he offers a public perspective to the work of the Board.
David plays an active part in his local community, as a Local Parish Councillor. This role requires David to engage with a broad range of issues within the context of the Parish Council’s work which can present significant challenges. Through his contact with the community David represents the role the community can play in the recognition and prevention of abuse and neglect. David is able to provide challenge to the board as a lay member representing his community to ensure that CSAB and partner organisations work effectively together to protect vulnerable adults in Cumbria.

Fiona Musgrave is Assistant Director for Integration and Partnerships within People (the integrated Service for Children and Adults) with the County Council. She has responsibility for the Adult Safeguarding Board as well as Children’s Safeguarding arrangements, the Children’s Trust Board and Health and Wellbeing Board – bringing a joined up approach for the strategic partnerships pertaining to People in Cumbria. Jane Jones is Designated Nurse and Deputy Chief Nurse for Morecambe Bay CCG. Jane has a completed more than 30yrs services in the NHS starting as a Registered Nurse in A&E, Medicine and Cardiology, for the past 22 years Jane has worked in children’s services in a variety of roles including school nursing, health visiting, child and adolescent mental health services and more latterly in safeguarding leadership roles.
Jane has a passion for supporting practice and in her current role this relates to safeguarding arrangements across health services. Jane believes partnership working and engagement with families is key. The safeguarding team at Morecambe Bay CCG work closely with the Local Safeguarding Partners and Adult Boards to assure and improve safeguarding arrangements.

Janice Sharp is Assistant Director – Housing at Barrow Borough Council, which is a stock-retaining local authority, allocating their properties through Cumbria Choice - the county-wide choice-based lettings scheme.
Janice has considerable experience of working in the social housing sector, including managing the Council’s statutory homeless duty in assisting homeless/potentially homeless people. She is a keen advocate of multi-agency partnership, working with key agencies including the police and health and care agencies to provide a holistic approach to ensure a safe, healthy environment for people to live.
Janice also sits on Cumbria Safeguarding Adult Board, attends Cumbria Health & Well Being Group and chairs Barrow’s Welfare Reform Forum.

Jeanette was appointed Independent Chair of Cumbria Safeguarding Adults Board in September 2017. Prior to this, she was Deputy Chief Executive (People) at Scottish Borders Council, where she had responsibility for Education, Social Work, Culture, Sport and Community Safety, in addition to Community Planning Partnership responsibility for Reducing Inequalities, Children and Young People’s Services and Locality Planning.
Prior to joining local government, Jeanette completed over 32 years in policing, serving in a number of locations throughout the UK, including some of the most challenging and diverse areas of London. Jeanette was a Senior Investigating Officer in a number of high profile murder investigations; Head of Special Branch and latterly a Divisional Commander in Police Scotland. In January 2014, Jeanette was awarded a Queens Police Medal in the New Year’s Honours.
Jeanette is passionate about delivering the best possible service to adults with safeguarding needs across Cumbria with a view to improving their quality of life and overall well-being.

Lisa Thornton joins the Cumbria Safeguarding Adults Board as she takes up a six month post as Interim Head of the National Probation Service for Cumbria. Lisa has a long career working in probation services, having worked across the National Probation Service and the CRC. Lisa brings experience of working within the substance misuse field and has held a number of senior partnership roles through her career. Lisa will represent the probation system in her support to the Board and is looking forward to working in collaboration with partners across the county to support the delivery of Board objectives and plans.

Lynne holds the safeguarding portfolio on behalf of the Executive Chief Nurse and is proud to work with a dedicated team of experienced safeguarding professionals who are committed to safeguarding vulnerable adults and children.

Penny was born and brought-up in Cumbria. Penny moved to Manchester to undertake her first degree and subsequently worked in Greater Manchester and Yorkshire.
The majority of Penny’s career has been with the 3rd sector, latterly in Chief Executive roles at infrastructure organisations. Penny has a wide range of experience developing and managing projects and services to respond to community needs, both in urban and rural settings. This also involved effective partnership working with public sector agencies and funding bodies.
In her role as the lead person representing the 3rd sector in the Yorkshire sub-region, Penny was a member of a variety of multi-agency bodies and working groups. Penny also participated in strategic planning meetings including the Joint Strategic Needs Assessment.
Penny now lives in the heart of the Cumbria and has set-up a Community Interest Company, delivering tailored support to social economy organisations, groups and businesses in Cumbria and the North West. Penny is also a Trustee for Yorkshire Mesmac.
