Make a referral for a Safeguarding Adults Review (SAR)
A request for a referral can be made by any organisation working with adults in Cumbria, any professional from the Board’s partner agencies, the individual concerned, a family member or another interested partner.
Before making a referral the following should be considered;
- The concern relates to an adult with needs for care or support – whether or not they are/were in receipt of services.
- Abuse, neglect or acts of omission is known or strongly suspected to have contributed to the harm caused.
- There are concerns that agencies could have worked better together to protect the adult at risk.
Practitioners considering making a Safeguarding Adult Review referral should ensure that a discussion has taken place with their organisational Safeguarding Lead who will support completion of the referral. Please contact: csab@cumberland.gov.uk for more information.
The referring agency may want to consider discussing with other agencies to gather information for the referral and explore opportunities to submit a joint referral.
If you are a member of the public, family member or individual where there are concerns about how agencies worked together to protect an adult with care and support needs from abuse or neglect you can contact Cumbria Safeguarding Adults Board for support to consider and submit a SAR referral, csab@cumberland.gov.uk.
Referrers should consider if it is appropriate to make the adult or their family aware of any intended referrals for consideration.

Referrals will be acknowledged upon receipt before information gathering takes place with all agencies involved with the adult. Cumbria Safeguarding Adult Board, SAR sub-group will consider referrals and information to make a recommendation to the CSAB Independent Chair for ratification.
